To provide consolidated policy guidelines promoting uniform rules on (1) refund/revalidation of passenger tickets for inter-island vessels, (2) decorum of carriers and employees, and (3) rules on delayed and unfinished voyages—ensuring protection of the public from unreasonable charges and poor service.
All persons, corporations, firms, and entities engaged in domestic water transportation services, commercial or public use, involving carriage of passengers between/among Philippine ports and places.

The carrier must not allow boarding without a valid passenger ticket at all times.
The passenger who is not able to board the vessel bound to the passenger’s destination may get a refund. If cancellation is more than 24 hours before vessel departure, the refund is subject to “Less P10.00.”

Passengers have the right to kindness, respect, courtesy, and due consideration, and to be protected against injurious language, indignities, and abuses. Rude or discourteous conduct by the carrier/employees toward a passenger violates the circular.
Within one (1) hour from the vessel’s departure.
The carrier must transport the passenger to the destination at its expense, including free meals and lodging before transporting the passenger. If the unfinished voyage is due to the carrier’s negligence, the passenger may opt for full ticket refund. If due to a fortuitous event, the passenger may opt for a refund amount sufficient to defray transportation cost at the shortest possible route to the destination.
Yes. During meal time, the carrier must provide meals free of charge if the vessel is delayed in arrival at the port of destination.
MARINA or its regional offices investigate on their own initiative or based on a written complaint/official report. If warranted, a SHOW CAUSE ORDER is issued directing the respondent to explain in writing why no administrative penalty should be imposed. Notice and hearing follow MARINA MC No. 74-A (s. 1995), with the Rules of Court applied suppletorily.
