The PNP Memorandum Circular No. 2013-013 establishes guidelines for the authorized wearing of training badges by police personnel, ensuring that only those who have completed specific competency and mandatory training programs can display these insignia, thereby maintaining the integrity and significance of such badges within the force.

To prescribe the policy governing the use and wearing of training badges by qualified and authorized PNP personnel.

A training badge is a special/distinctive mark, token, or emblem worn as a sign of authority, achievement, and successful completion of a particular course/training; it should be worn with integrity and pride.

Because training badges were issued unsystematically, it became difficult to identify authorized wearers; some badges no longer matched actual skills/expertise and became mere adornments; and the badges were noted not to have been duly filed with the National Historical Institute as required under RA 8491.

A training program offered to PNP personnel with 80 training hours or more, intended to improve and upgrade skills/knowledge for police functions and related administrative/technical competencies.

The member must have completed the required baccalaureate degree or higher education and passed the required examination (if any) prior to the conferment of the academic title.

The Directorate for Research and Development (DRD) evaluates them for presentation and approval of the Uniform and Equipment Standardization Board (UESB).

They must be registered/recorded to the National Historical Institute (NHI) or the Intellectual Property Office of the Philippines (IPOPHIL), whichever is applicable, through the DRD.

They are hereby rescinded and/or amended accordingly.
