Title
Transfer of PCSO to DSWD supervision
Law
Executive Order No. 383
Decision Date
Nov 18, 2004
Executive Order No. 383 places the Philippine Charity Sweepstakes Office (PCSO) under the supervision and control of the Department of Social Welfare and Development (DSWD), aiming to facilitate coordination of policies and programs between the two agencies.

Q&A (EXECUTIVE ORDER NO. 383)

The PCSO was placed under the supervision and control of the Department of Social Welfare and Development (DSWD).

The President has the authority under Book III, Title III, Chapter 10, Section 31(3) of the Administrative Code of 1987 to transfer any agency under the Office of the President to any other department or agency.

The PCSO is tasked with raising and providing funds for health programs, medical assistance and services, and charities of national character.

It was considered practical to place the PCSO under the DSWD to facilitate coordination of policies and programs between the two agencies, given their overlapping welfare and health functions.

The executive order took effect immediately upon its issuance on November 18, 2004.

All prior orders, issuances, rules, regulations or parts thereof inconsistent with the executive order are repealed or modified accordingly.

Gloria Macapagal-Arroyo signed Executive Order No. 383 as the President of the Philippines.

The DSWD is the principal government agency mandated to implement the State’s commitment to the care, protection, and rehabilitation of individuals, families, and communities by providing a balanced approach to welfare.

The President's authority is derived from the Administrative Code of 1987.
