Eligible organizations include Small and Medium Scale Enterprises, manufacturing companies, service providers, agricultural producers, government offices and agencies including local government units and government-owned corporations.

An organization must submit an application, permit rigorous evaluation of their processes and quality improvements, and meet other criteria set by the Committee, including undergoing site visits and verifications by assessors.

The Secretary of the Department of Trade and Industry serves as the Award Manager, with the Center for Industrial Competitiveness as the implementing agency, and two administrators appointed by the President representing the public and private sectors.

Funding comes from the DTI's budget included in the General Appropriations Act, and the Committee may also establish a foundation to manage an endowment fund supported by grants, donations, and contributions.
