The Council for the Welfare of Children (CWC) is designated as the highest policy-making body for children in the Philippines.
CHILD 21 succeeds the Philippine Plan of Action for Children (PPAC), which was formulated in 1991 to implement the provisions of the Convention on the Rights of the Child.
The CWC is responsible for disseminating and implementing CHILD 21 through its various structures and committees at different levels.
