The title of Presidential Decree No. 1570 is the "Philippine Aeronautical Engineering Decree."
The decree aims to govern the standardization and regulation of aeronautical engineering, the examination for registration of aeronautical engineers, and the supervision, control, and regulation of the practice of aeronautical engineering in the Philippines.
The Board consists of a Chairman and two members appointed by the President of the Philippines from among registered aeronautical engineers of recognized standing upon recommendation of the Professional Regulation Commission.
A member must be a Filipino citizen, at least 31 years old, of good moral character, hold a Bachelor of Science in Aeronautical Engineering, be a registered aeronautical engineer (except first appointees), have at least 10 years of active practice or teaching, and must not have any financial interest or elective office in relevant educational institutions or professional organizations.
Members hold office for three years, with staggered initial terms to rotate the chairmanship. No member may serve more than two successive complete terms.
The Board administers oaths, issues/suspends/revokes certificates, studies professional conditions, enforces ethical standards, coordinates course standards, conducts inspections, adopts policies, promulgates regulations, and issues professional codes of ethics.
All applicants for registration in aeronautical engineering must take the written technical examination, unless specifically exempted under Section 20 for registration without examination.
Applicants must be at least 21 years old, citizens of the Philippines or qualified foreign nationals, of good moral character, hold a Bachelor of Science in Aeronautical Engineering from a recognized institution, and have no conviction involving moral turpitude.
The examinations include Mathematics, Aerodynamics, Aircraft Structures and Design, Powerplant Theory and Practice, Air Laws and Regulations, and other related subjects as prescribed by the Board.
Candidates must attain a general weighted average of at least 75% with no rating below 50% in any subject.
Penalties include imprisonment from six months to six years, a fine of two thousand to six thousand pesos, or both, at the discretion of the court.
Practicing without a valid certificate, using the title "Aeronautical Engineer" or equivalent without registration, or firms engaging in aeronautical engineering work without supervision/certification of a registered aeronautical engineer.
The Board, after notice, can reprimand, suspend or revoke the certificate for grounds such as unprofessional conduct, malpractice, incompetence, fraud in obtaining the certificate, or failure to maintain membership in the integrated professional organization.
Foreign aeronautical engineers may be granted temporary registration or special permits for specific projects or teaching positions, subject to Board and Commission approval and compliance with conditions set to protect Filipino professionals' interests.
The official seal, bearing the registrant's name and registration number, must be affixed on all professional documents, plans, and specifications prepared or supervised by the engineer during the validity of the certificate.
