LTO Memorandum Circular No. VPT-2013-1803 mandates that all LTO Accredited Physicians prioritize and properly refer Persons with Disabilities (PWDs) applying for or renewing their driver's licenses, ensuring they receive timely medical examinations and necessary certifications without undue delay.
