Pasig City establishes an Out-Patient Center for Drug Abusers and a Drug Testing Laboratory to combat drug abuse, provide treatment and rehabilitation services, and ensure a drug-free environment for its residents and employees.

The ordinance is titled 'Enabling Act of Pasig Out-Patient Center for Drug Abusers and Pasig City Drug Testing Laboratory.'

The policy is to provide effective mechanisms or measures and extend moral support to individuals who have fallen victims to drug abuse or dangerous drug dependence.

The ordinance covers all employees of the City Government of Pasig, national government agencies assigned in Pasig City, commercial establishments, Non-Government Organizations (NGOs), schools, and the community within the political territory of Pasig City.

The center provides medical consultation, issuance of Drug Dependency Certificate, clinical intervention treatment, counseling for addiction, treatment for psychosis with free antipsychotic medications, group therapy, individualized interventions for families, anger management, smoking cessation, and spiritual support.

It serves as an ancillary procedure in detecting substance use, particularly methamphetamine HCL (shabu) and THC (marijuana) among suspected clients, conducts random drug tests in the community, schools, LGU employees, and clients enrolled in the out-patient program. Positive results are subjected to confirmatory drug testing.

Subject to findings and recommendations of the City Health Officer, the City Personnel Officer shall, after due process, file an administrative complaint for grave misconduct in accordance with the Civil Service Law.

The Pasig City Health Officer exercises control and supervision, with an Administrative Officer designated for day-to-day administration subject to the City Mayor's approval.

The officer must be a person of good moral character, a holder of any four-year course, a first grade Civil Service eligible or equivalent, and with at least two years experience in hospital administration or related work.

The Administrative Officer, in coordination with the Pasig City Health Office, shall prepare a schedule of rates including costs of supplies and medicines, subject to the approval of the City Mayor and the Sangguniang Panlungsod.

Initial funding is from the City Government. Afterwards, the City Health Officer, together with the City Budget Office, will prepare the Budgetary Requirements Annual Procurement Plan and Project Management Procurement Plan for inclusion in the regular city budget.

The annual report must detail activities, income, expenditures, and include recommendations for improvement.

The ordinance shall take effect fifteen days after publication once in a newspaper of general circulation and posting for three consecutive weeks in conspicuous places in the City Hall or local bulletin boards.

Drug Dependence is defined as a cluster of physiological, behavioral, and cognitive phenomena that prioritize the use of psychoactive drugs, involving a strong desire or compulsion to use the substance and difficulty controlling its use.

Workplace includes offices, premises, or worksites within City Hall where employees habitually work, places where employees with no fixed workplace report for assignments, and venues used by the employer for company functions.

Other parts or provisions not affected shall continue in full force and effect, as per the Separability Clause.
