Cebu Port Authority establishes comprehensive parking regulations to enhance safety, security, and efficiency within its premises, including designated parking areas, fees, and penalties for violations.

It is issued pursuant to R.A. 7621 and the CPA General Port Rules and Regulations, and to comply with IMO ISPS Code, the OTS National Security Programme for Sea Transport and Maritime Infrastructure, and CPA Board Resolution No. 549, s. 2010.

It covers all ports and premises owned and under the administration of the Cebu Port Authority (CPA).

A vehicle left unattended for more than twenty-four (24) hours.

No Parking Areas are areas not designated for parking as indicated by “No Parking” signs; No Stopping Areas are areas designated as such as indicated by “No Stopping” signs; No Waiting Areas are areas specifically designated as such as indicated by “No Waiting” signs.

It is leaving a vehicle within the port and premises after 12:00 midnight until 6:00 A.M., regardless of whether the vehicle is in a designated parking area.

Examples listed are: the rotunda fronting the Pier Passenger Terminal Building; areas fronting Pier 3 Passenger Terminal Building; fronting CPA Passenger Terminal 3 (Berth 13) Building; across Supercat Passenger Terminal Building; fronting the CPA Main Administration Building; and specifically designated areas at the outports.

Bicycle/tricycle and similar: P20/hour; 4-wheel: P25/hour; 6-wheel: P30/hour; trucks/buses/prime movers/trailers: P100/hour; heavy-equipment: P200/hour (per hour or fraction).

Parking is for a maximum of two (2) hours only. To extend, the driver must inform the CPA parking attendant or the nearest CPA office.

It is deemed illegally parked and may be subjected to fines in addition to whatever parking fee is due, and without prejudice to the Authority’s discretion to remove or tow the vehicle to an impounding area at the expense of the owner/representative.

Yes, they are exempt from the 2-hour limit, provided (a) the person is personally driving or on board the vehicle; (b) the person holds a PWD or SC card and presents it to the parking attendant/port traffic enforcer/CPA police; and (c) they still pay the first 2 hours and pay excess hours upon leaving.

Overnight parking is not allowed. Motor vehicles found parking after 12:00 midnight shall be towed to an impounding area, and the driver/owner must pay the corresponding fine and fees.

They may move the vehicle or require the driver/person in charge to move it off the paved/main traveled part of the road. If a vehicle is unattended and constitutes an obstruction, they may arrange removal to the nearest garage or other place of safety, with removal expenses charged to the vehicle owner.

No person shall park a vehicle on any roadway within the port/premises for the principal purpose of displaying it for sale, or washing/greasing/repairing it except repairs necessitated by an emergency.

They include: refusing or failing to pay; parking across lines or outside marked spaces; tampering/damaging another vehicle; parking for washing/cleaning/greasing/repairing except emergencies or designated areas; displaying for sale or selling goods/merchandise; and disregarding official directions/instructions/restrictions posted within the facility.

The officer notes the plate number and may take identifying information on the vehicle, then conspicuously affixes a notice of violation for the driver to answer within seven (7) days, during the hours and at the place specified in the notice.

Failure to appear within the period specified is construed as waiver of the right to contest, and the person becomes liable for payment of the corresponding fees/charges.

Illegal Parking: P500.00; No Stopping: P500.00; No Waiting: P500.00; Overnight Parking: P2,000.00; Other Violations: P500.00. They are without prejudice to CPA’s option to cancel, revoke, or confiscate any permit/pass/sticker issued by the Authority as warranted for the public interest.

Fifteen (15) days after publication in a newspaper of general circulation.
