Executive Order No. 181, dated January 27, 1939, organizes certain barrios of the municipality of Santiago, Isabela, into a new independent municipality named Cordon.

The barrios of Cordon, San Luis, and their neighboring places were segregated to form the independent municipality of Cordon.

Before the Executive Order, the Province of Isabela had fifteen municipalities. After the order, the number increased to sixteen.

The new municipality of Cordon must assume the obligation of paying its proportionate share of the cost of the cadastral survey of the municipality of Santiago.
