Elpidio Quirino establishes Roxas as an independent municipality, separating it from Mansalay in Mindoro, effective November 15, 1948, based on the recommendation of the Secretary of the Interior.

The barrio of Paclasan and the sitios of Cantil, Dangay, San Mariano, Libertad, Oyaw, Odiong, Victoria, Libtong Tigas, Dayhagan, San Aquilino, San Miguel, and San Isidro.

The seat of government is at the barrio of Paclasan.

The organization took effect on November 15, 1948.

The recommendation came from the Secretary of the Interior.

The boundary is described using specific geographic points such as the center point of the street of the same shore line, Ticling Creek, Tiding Creek, a concrete dam of Mr. E. Panopio, Ambongohan Creek, a concrete dam of Mr. E. Madrid, Patay Creek, Cupang Tree, and Baroc Buhay River upstream.

Elpidio Quirino signed the order as President of the Philippines.
