The purpose of Executive Order No. 66 is to organize the municipal districts of Daguma, Isulan, Maganuy, Reina Regente, Talayan, and portions of Dulawan and Libuagan in the Province of Cotabato into independent municipalities named Dulawan and Midsayap.
