Executive Order No. 476, dated October 12, 1951, organized certain barrios of San Fernando, Pampanga into the independent municipality of Santo Tomas.
The barrios of Santo Tomas, San Matias, San Vicente, San Bartolome, and Santo Rosario (Pau) were segregated from San Fernando to form Santo Tomas.
The municipality was organized pursuant to the provisions of section 68 of the Revised Administrative Code.
