Executive Order No. 246 establishes the independent municipalities of Maria Aurora and General Nakar in Quezon Province, reorganizing specific barrios from the municipalities of Baler and Infanta, with designated seats of government in San Jose and Pamplona, respectively.

From Infanta, Quezon: Anoling, Banglos, Batangan, Magsikap, Maligaya, Minahan, Katablingan, and Pamplona.

Maria Aurora has its seat at Barrio San Jose; General Nakar at Barrio Pamplona.

By a line running generally north to south that separates from Baler all the barrios included in Maria Aurora.

A straight west-to-east line coinciding with North Latitude 15A 40'.

The present boundary separating the Province of Quezon from the Provinces of Nueva Ecija and Nueva Vizcaya.

By the Agos River from its mouth on the Pacific coast upstream to its southwestern source near the Quezon-Rizal boundary, plus a straight imaginary line running westward to its intersection with the Quezon-Rizal boundary.

By the limits of the municipal waters which General Nakar shall have pursuant to section 2321 of the Revised Administrative Code.

West: the present boundary separating Quezon from Rizal and Bulacan. North: the present boundary between Baler and Infanta.

They shall retain their present territories minus the portions included in Maria Aurora and General Nakar, respectively.

Upon the appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors of each municipality.

It establishes a clear legal start date tied to governance readiness—without qualified officials, the municipalities are not yet deemed to have commenced existence for governmental operations.

President Elpidio Quirino signed it as President of the Philippines.

Teodoro Evangelista, Executive Secretary, countersigned the EO.
