The primary purpose is to operationalize the Practical Guide for National Crisis Managers and the National Crisis Management Core Manual, establish national and local crisis management organizations, and provide funds for their operations.

The Executive Secretary, Secretary of National Defense, Secretary of Interior and Local Government, Secretary of Foreign Affairs, Secretary of Health, Secretaries of Finance and Trade and Industry, and the Secretary of Energy.

The Executive Committee, National Security Council serves as the EXECOM/National Crisis Management Committee (NCMC), the highest policy and decision-making body for such crises.

The 5Ps are Predict, Prevent, Prepare, Perform, and Post Action and Assessment.

It conducts inter-agency horizon scanning for emerging threats, recommends responses, identifies policy issues, and assumes authority and accountability in crisis management.

It states that the Core Manual provides the overarching framework, while government agencies must craft or harmonize their operational manuals, contingency, and crisis action plans consistent with the Core Manual.

An amount not exceeding Php 25,000,000.00 is allocated from the Presidential Contingency Fund to operationalize the mechanisms and undertake programs related to the order.

ONSA is the Secretariat of the EXECOM/NCMC and ensures compliance with the EO, including distribution of manuals, conducting trainings, and regular exercises.

Regional, Provincial, Municipal/City, and Barangay Crisis Management Committees serve as local policy and decision-making bodies for managing human-induced crises.

It takes effect immediately upon publication in a newspaper of general circulation.
