Q&A (EXECUTIVE ORDER NO. 397)

The President of the Philippines, as exercised by President Carlos P. Garcia in this Executive Order, pursuant to section 702 of Republic Act No. 1937 and upon the recommendation of the Secretary of Finance.

Republic Act No. 1937 provides the legal basis for opening and establishing subports of entry where customs duties and charges can be collected, which forms the authority for this Executive Order.

The corporation is constructing an oil refinery in Limay and has requested government facilities by opening barrio Ayam as a subport of entry. The company also undertakes the construction of the pier subject to government supervision.

The subport shall be furnished by the Government with only a skeleton force for customs purposes.

The Department of Public Works and Communications supervises the construction of the pier.

The Bureau of Customs is responsible for collecting the corresponding wharfage dues and berthing charges pursuant to Republic Act No. 1937, as amended.

Manila is the principal port of entry under which barrio Ayam is established as a subport of entry.

The establishment of the oil refinery is considered a step forward in industrial and economic development and is expected to provide employment for a considerable number of technicians and laborers.

Natalio P. Castillo signed as the Executive Secretary by authority of the President.
