Republic Act No. 9272 establishes the Nueva Vizcaya State University, integrating two existing institutes, to provide advanced instruction and professional training in various fields, with the Board of Regents governing the university's policies and operations.

RA 9272 integrates (1) the Nueva Vizcaya State Institute of Technology in Bayombong and (2) the Nueva Vizcaya State Polytechnic College in Bambang, both in Nueva Vizcaya. The main campus of the new university is in Bayombong, Nueva Vizcaya.

The University shall primarily provide advanced instruction and professional training in agriculture, arts, science, technology, education and other related fields; undertake research and extension services; and provide progressive leadership in its areas of specialization.

Administration and the exercise of corporate powers are vested exclusively in the Board of Regents and the President of the University insofar as authorized by the Board.

The Board of Regents includes: (1) Chair: CHED Chairman; (2) Vice Chair: University President; (3) Senate Committee on Education, Arts and Culture chair; (4) House Committee on Higher and Technical Education chair; (5) NEDA regional director; (6) DOST regional director; (7) president of faculty federation; (8) president of student councils federation; (9) president of alumni federation; and (10) two (2) prominent citizens with distinguished specialization/profession.

They are chosen from at least five (5) qualified persons from the province as recommended by a search committee constituted by the University President in consultation with the CHED Chairman. They serve for a two (2)-year term.

The Board convenes regularly at least once every quarter. The chairman may call a special meeting with three (3) days prior written notice. Quorum is majority of all members holding office at the time of the meeting, but the chairman or the University president must be present.

A CHED Commissioner designated by the CHED Chairman represents him with all rights and responsibilities of a regular member. The University President (vice chairman) presides in that meeting, unless the CHED Chairman designates a CHED Commissioner as regular chair, in which case that Commissioner presides.

The University President heads the University on a full-time basis, appointed by the Board upon recommendation of a duly constituted search committee. The term is four (4) years, eligible for reappointment for another term.

The CHED Chairman appoints an officer-in-charge pending the appointment of the president. The Board initially includes the first six (6) members identified in the Act; if the President has not been appointed, the officer-in-charge serves as acting vice chairman of the Board.

The Board may fix tuition fees and other school charges after due consultations. Such fees/charges, including government subsidies and other income generated by the University, constitute special trust funds deposited in an authorized government depository bank, with interests forming part of the same funds. Income from tuition and auxiliary services is retained by the University and disbursed for instruction, research, extension, or other University programs, with fiduciary fees disbursed for their specific purposes.

Donations of real/personal properties received in trust are for the benefit of the University and subject to the donor’s limitations/directions. Donations are exempt from donor’s tax and may be treated as allowable deductions from gross income under the NIRC, but such donations shall not be disposed, transferred, or sold.

The University enjoys academic freedom and institutional autonomy pursuant to Paragraph 2, Section 5 of Article XIV of the 1987 Philippine Constitution.

All assets, records, personnel, and liabilities of the two integrated institutions are transferred to the University, with security of tenure and positions/rights of faculty and personnel not impaired. Land parcels of the government occupied by those institutions become property of the Nueva Vizcaya State University and shall be titled under its name; if the University ceases to exist or no longer needs the parcels, they revert to the Province of Nueva Vizcaya.

Within 120 days, it must: submit a five-year development plan with corresponding program budget to CHED for recommendation to DBM; undergo a management audit in cooperation with CHED; set up its organizational/administrative/academic structure and appoint key officials; and set in motion establishment of at least four (4) separate degree-granting units (including arts and sciences and at graduate level).

No religious opinion or affiliation shall be a matter of inquiry in appointing faculty. However, no faculty member shall teach for or against any particular church or religious sect.
