Republic Act No. 8448 separates the Iloilo State College of Fisheries in Sagay, Negros Occidental, from the Iloilo State College of Fisheries and converts it into an independent state college of science and technology, named Northern Negros State College of Science and Technology.
The State College provides higher technological, professional, and vocational education in science, fishery, forestry, agriculture, engineering, and industrial fields, along with short-term technical or vocational courses.
The existing high school shall be transferred to the jurisdiction and supervision of the Department of Education, Culture, and Sports but can remain within the campus until transferred to another location or until students are accommodated elsewhere. The College may operate a laboratory school if it has a college of education.
The Board consists of the chairman of the CHED (chairman), president of the College (vice chairman), chairmen of education committees of the Senate and House, NEDA Director-General, president of the faculty association, president of the supreme student council, president of the alumni association, and two prominent citizens from Negros Occidental.
The Board may enact rules and regulations, appropriate funds, import educational materials duty-free, receive donations, fix tuition fees, authorize construction and acquisition of properties, confirm appointments, fix salaries, approve curricula, confer degrees, award scholarships, and establish branches as necessary.
The Board shall convene regularly at least once every two months, with the chairman having the authority to call special meetings upon three days' written notice.
The president is appointed by the Board upon recommendation from a search committee and serves a three-year term, extendible for another three years unless reaching retirement age or removed for cause.
No inquiry into religious opinion or affiliation is allowed for faculty appointments, and no faculty member may teach for or against any particular church or religious sect.
No student shall be denied admission due to sex, nationality, religion, or political affiliation.
Faculty members who attempt, directly or indirectly, to influence students or others to agitate the overthrow of the duly constituted government face dismissal by the Board of Trustees.
The Sagay Marine Reserve, including specific islands and reefs, may be utilized by the College for research, experimental, and laboratory purposes.
The Commission on Audit (COA) or its authorized representative audits all accounts and expenses of the State College.
Donations to the College are exempt from all taxes and can be deducted from the income tax of the donor.
The College shall accept affiliation or integration of existing national schools whose programs contribute effectively to its objectives.
