The Norms of Behavior apply to all officials and employees of the offices and hospitals under the Department of Health (DOH).

A 'Gift' is any thing or right given gratuitously or as an act of liberality accepted by another, including simulated sales. It includes unsolicited gifts of nominal or insignificant value not given for favors from DOH officials or employees.

The core values include Integrity, Excellence, Compassion and Respect for human dignity, Commitment to public interest and democracy, Professionalism, Teamwork, Stewardship of the environment, Political neutrality, and Simple Living.

They shall not discriminate or dispense undue favors to anyone and shall not allow kinship, rank, position, affiliation or favors to influence their official duties.

They must use office assets and resources economically, productively, and effectively, only for official activities and purposes required by law.

DOH officials and employees must not disclose confidential information obtained through their employment, use such information for private interest, or alter, falsify, or destroy official records.

A conflict arises when an official's personal or financial interests oppose or affect the faithful performance of duties, or when their objectivity is impaired by personal concerns conflicting with DOH objectives.

Outside employment is allowed only if authorized, done outside normal working hours, does not conflict with DOH duties or interests, and does not require disclosure of confidential information.

Former officials are prohibited from engaging in transactions with incumbent DOH officials on any matter pending with DOH for which they had approval authority. There are strict rules on dealings with former officials who have joined private sector entities.

Violations are grounds for administrative and disciplinary actions pursuant to Civil Service Commission rules, RA No. 6713, DOH rules, and may include criminal charges if warranted.
