The new online registration and Seabased E-Contracts System (SBECS) streamlines the processing and documentation for agency-hired Filipino seafarers, requiring all licensed manning agencies to transition to a secure web-based platform for contract management and fee payments effective May 1, 2018.

The new SBECS aims to streamline procedures and improve transparency around documentation processes for Filipino seafarers, providing a secured web-based facility for licensed manning agencies to submit requests online and manage seafarers contracts efficiently.

All Licensed Manning Agencies (LMAs) requesting contract processing for their hired seafarers, and all agency-hired Filipino seafarers are covered by the new system.

Starting May 1, 2018, the new SBECS no longer accepts the old SRC and registration numbers; seafarers must register anew in the e-Registration System.

Agencies must submit a Request for Enrollment and Availment of POEA e-Services (REAPS), open an account with Landbank for the e-Payment System, assign dedicated computers with stable internet for authorized users, and ensure at least one user attends the required training.

The fees include POEA processing fees (e.g., Php 200 for engaged seafarers, Php 100 for re-engaged, PRV, and cadets), OWWA Membership fee (US$25 valid for 2 years if not valid), and LBP transaction fees.

The seafarer must request the former agency to cancel the existing employment contract in accordance with Section 112 Part III Rule 3 of the 2016 POEA Rules and Regulations and Memorandum Circular No. 4 Series of 2017 before a new contract can be processed.

The system automatically alerts the agency if the seafarer is watchlisted. The agency must first seek clearance from the POEA Legal Research, Docket, and Enforcement Division before proceeding with documentation.

Agencies pay online through the Landbank e-Payment System or use pre-purchased OEC numbers. The system debits the agency's registered LBP account or requires OWWA fees to be paid separately for pre-purchased OEC.

Agencies that fail to register by May 1, 2018, will have their applications reverted to regular counter processing until they enroll in the new system.
