Proclamation No. 652 declares the last week of October of every year as "National TOWNS Week" under the auspices of the TOWNS Foundation, Inc.

The Outstanding Women in the Nation's Service (TOWNS) Award is conferred every three years by the TOWNS Foundation on Filipino women who have rendered outstanding service to the nation.

The TOWNS Award was initiated in 1974 by the Lions Club International.

The TOWNS Foundation is a dynamic group of empowered Filipino women leaders who contribute positively to shaping the nation's future and serve as catalysts for economic and social development.

A total of 128 outstanding Filipino women have received the TOWNS Award since its inception.

The search was transferred to the independent TOWNS Foundation in 1995.

It recognizes the continuing search for outstanding Filipino women leaders in the nation's service by the TOWNS Foundation and affirms that it deserves the unqualified support of government and society.

It institutionalizes an annual observance to honor and recognize outstanding Filipino women in nation building, promoting awareness and support for their contributions.

The proclamation was attested by Executive Secretary Alberto G. Romulo.
