The EO is issued by the President “by virtue of the powers vested in me by law,” and it specifically directs the National Manpower and Youth Council (NMYC) to implement the Sariling Sikap Program using its existing resources.
NMYC may conduct various training-cum-production activities, including trade testing, use of training equipment and facilities, consultancy and technical services, and repair and maintenance services.
It refers to activities that combine training of trainees with production or service outputs (goods and services) derived from the practical application of acquired skills.
The EO states that goods and services can be derived from the practical application of acquired skills of trainees, supporting uplift of the socio-economic condition and enabling optimum utilization of resources.
All income derived from these activities shall be deposited in a Revolving Fund maintained for that purpose.
It serves as a self-perpetuating source of funds to pay operational expenses incurred by virtue of the activities, including honoraria of personnel involved.

Section 4 provides that the revolving account is “considered perpetuating and self-liquidating,” implying it is replenished through income from the authorized activities and is intended to manage costs without requiring external funding for each cycle.

EO 939 encourages other government agencies to avail of these goods and services and to establish linkages for productive partnership.

The EO’s rationale includes that Sariling Sikap is a priority program; NMYC has training facilities and technical expertise; goods/services arise from trainees’ practical skills; and there will be optimum utilization of resources resulting in NMYC becoming self-reliant.
