The President acted “by virtue of the powers in me vested by law” and upon the recommendation of the Secretary of Public Instruction.
To create a National Council of Education to advise the Government on educational policies and necessary reforms in the existing system of education.
The preamble states that the Constitution prescribes educational objectives to be accomplished through schools; EO 19 is meant to help ensure the educational system aligns with those objectives.
It says the system was devised under different political status and social conditions; it must be recast because political and economic changes have altered the present and future conditions.
It states that independence determined the Philippines’ political future, enabling a more definite orientation of educational aims.
It should be kept in keeping with the economic conditions and opportunities obtaining in the particular epoch to render permanent social benefits.
The Council consists of such members as may be appointed by the President of the Philippines, from time to time.
To study and recommend reforms in the existing system of public and private education; to advise the Government on basic educational policies; and to report on other education-related matters submitted to it by the Secretary of Public Instruction.
For administrative purposes, the Council is under the Department of Public Instruction.
With the approval of the corresponding Head of Department, it may obtain the assistance of officers and employees of any department, bureau, or office as necessary for its proper performance of duties.
The Secretary submits matters related to education to the Council for consideration, and the Council reports on such matters.
It must obtain approval from the corresponding Head of Department before requesting assistance of officers and employees of other offices.
Recommendations concerning reforms and advice on basic educational policies, including reports on education matters submitted by the Secretary of Public Instruction.
It was done at the City of Manila on February 19, 1936. It is signed by Manuel L. Quezon, and attested/signed by Elpidio Quirino as Secretary of the Interior.
