RA No. 10661 is titled “An Act Declaring November of Every Year as National Children’s Month.”
National Children’s Month is observed every November of each year.
It commemorates the adoption of the Convention on the Rights of the Child by the United Nations General Assembly on 20 November 1989.
It seeks to instill the significance of the Convention on the Rights of the Child in the Filipino consciousness.
The lead agencies are the Department of Social Welfare and Development (DSWD), the National Youth Commission (NYC), and the Council for the Welfare of Children (CWC).
They may call upon any department, bureau, office, agency, or instrumentality of the government, including government-owned or -controlled corporations, for assistance.
They shall facilitate and encourage the commemoration of National Children’s Month in all schools, public and private, nationwide.
The Philippine Information Agency (PIA), in coordination with the DSWD, DepEd, CHED, NYC, and CWC, shall ensure effective information dissemination.
LGUs and private organizations are encouraged (not mandated) to observe National Children’s Month in simple rites and participate in the activities.
An annual program of activities shall be prepared and implemented pursuant to the observance of National Children’s Month.
RA 10661 expressly repeals Proclamation No. 74 (s. 1992) and Proclamation No. 267 (s. 1993).
Any other provision of law, decree, order, rule, or regulation inconsistent with RA 10661 is repealed or modified accordingly.
It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
It signals that any conflicting prior issuances (including the cited proclamations and other inconsistent rules/laws) are superseded or adjusted to align with RA 10661.
