The audit found that some MV storage transactions processed through the LTO IT System were not issued Receipt of Return Plates and Licenses (RRPL) simultaneously with the official receipt on the day of transaction; RRPL was only issued at reactivation, leaving transactions pending in the system at the Releasing Officer work-step and preventing subsequent transactions.
Because delayed RRPL issuance causes the transaction to remain pending at the Releasing Officer work-step in the IT System, which then blocks or prevents processing of any subsequent transaction.
The motor vehicle owner must surrender the plates and present the original CR/OR together with a xerox copy of the CR.
The Supply Officer must indicate on the face of the xerox copy of the CR the phrase “Original Presented.”
The physical receipt of plates and the xerox copy of the CR should be written on the face of the original OR.
The owner proceeds to the evaluator and submits the original OR.
The evaluator processes the storage transaction after receiving the original OR from the motor vehicle owner.
The Approving Officer approves the transaction.
After approval, the motor vehicle owner proceeds to the Cashier to pay the fees. The Cashier collects payment and instructs the owner to claim the OR from the Supply Officer together with the RRPL.
The owner goes back to the Supply Officer for the release of the RRPL and Official Receipt after paying at the Cashier.
It allows the Supply/Releasing Officer—who already has an existing evaluator role—to conduct evaluation of the transaction.
The owner must submit a duly notarized affidavit of loss together with the xerox copy of the CR and the latest Original OR.
The evaluator must indicate in the OR remarks portion that an affidavit of loss was submitted.
