Medal of Valor awardees are granted a lifetime monthly gratuity of P20,000, along with various privileges such as priority in government employment, educational fee exemptions, and discounts, to honor their acts of heroism and support their families.

To consistently honor military heroes to strengthen patriotic spirit and nationalist consciousness by giving due recognition to Medal of Valor awardees through adequate social services and financial rewards to encourage heroic deeds for the country.

A lifetime monthly gratuity of Twenty Thousand Pesos (P20,000).

No. It is separate and distinct from any salary or pension and is not included in gross income; it is exempt from taxation under Title III, Chapter VI of RA 8424 (Tax Reform Act of 1997).

It accrues in equal shares with the right of accretion to the surviving spouse until she remarries, and to legitimate, adopted, or illegitimate children until they reach age 18 or until they marry, whichever comes earlier.

The awardees must be those under Presidential Decree No. 1687 who have since been integrated to the PNP; the appropriations must come from the PNP.

The President is authorized, upon joint recommendation of the AFP Chief of Staff and the Secretaries of DND and DBM, to adjust at a reasonable time and rates. No increase within three (3) years from effectivity, and no oftener than once every five (5) years thereafter.

Applicable economic and social factors or indicia such as the inflation rate.

Precedence in employment in government agencies or GOCCs, provided the awardee or dependent meets the job qualifications or requirements.

Priority in the approval of the awardee’s housing application under existing government housing programs.

Priority in the acquisition of public lands under the Public Land Act and a preferential right in the lease of pasture lands and exploitation of natural resources.

Privilege of obtaining loans in an aggregate amount not exceeding P500,000 from government-owned or -controlled financial institutions without having to put up collateral or constitute pledge/mortgage.

A 20% discount from establishments related to utilization/transportation services, hotels and lodging, restaurants, recreation and sport centers, and purchase of medicine anywhere in the country. Private establishments may claim the cost as tax credits.

A 20% discount on admission fees charged by theaters, cinema houses, concert halls, circuses, carnivals, and similar places of culture/leisure/amusement. Private establishments may claim the cost as tax credits.

Free medical and dental services and consultation in hospital and clinics anywhere in the country. Private hospitals and clinics may claim the cost as tax credit.

Despite PD 577, an awardee of the Medal of Valor and his/her heirs/beneficiaries are exempted from payment of tuition and matriculation fees in public or private schools/universities/colleges in pre-school, baccalaureate, or post-graduate courses, including courses leading to MD, LLB, and BSN or allied/similar courses.

Upon reaching the age of admission as a cadet/cadette in the PMA, they shall be given a quota if interested to join the cadet corps, or otherwise be given priority for direct commission, call to active duty (CAD), and/or enlistment in the regular force of the AFP, if qualified.

Imprisonment of three (3) to six (6) years and a fine of P100,000 to P300,000 at the discretion of the court. If a public officer, the penalty also includes perpetual absolute disqualification from public office and loss of all retirement/gratuity benefits under the law; if already received, restitution to the government applies for amounts received after the commission of the offense.

The remainder of the Act or the application to other persons/circumstances is not affected (separability clause).

It repeals Presidential Decree No. 1687 and all inconsistent laws/rules/decrees/issuances. It takes effect fifteen (15) days after complete publication in the Official Gazette or in at least two national newspapers of general circulation, whichever comes earlier.
