Regular vans (e.g., Kia Besta/Pregio, Toyota Hi Ace, Mitsubishi L-300, Nissan Urvan Shuttle, Mazda E2000, Hyundai Grace, and similar types) must have a maximum of ten (10) passengers including the driver: 2 in front, 2 behind the driver, 2 in the middle row, and 4 at the rear seats. Jump-seats must be removed.

Extended vans (e.g., Nissan Urvan VX, Toyota Hi Ace Commuter) must have 12 passengers including the driver: 2 in front, 2 at the back of the driver, 2 in the near middle row, 2 in the far middle row, and 4 at the rear seats. Jump-seats must be removed.

FB type vans (e.g., Mitsubishi L-300 FB, Kia Ceres, and similar types) must have a maximum of 14 passengers including the driver (2 in front, 6 per row at the back). They must have two-point seatbelts and dual air-conditioning (optional in rural areas).

The service shall not directly compete with MRT/LRT, PUB, and PUJ routes. A maximum of 25% direct co-routing with PUB and PUJ routes may be allowed, subject to imposed scheme and any exemptions.

Metro Manila and adjoining areas: maximum of 35 km. Regional and rural areas: 35 km for intra-regional routes and 75 km for inter-regional routes. Exemptions beyond 75 km require LTFRB Regional Director endorsement/recommendation and Board approval.

Routes exceeding 140 km require joint endorsement by DOTC-RTPD/LTFRB TWG and final Board approval.

Thirteen (13) years reckoned from the date of manufacture of the unit(s). The MC also provides a practical conversion range: reckoning 2010 as maturity date, only unit models from 1998 to present are allowed for conversion.

Operations are governed by “Terminal to Terminal Only” and “No pick-up (Loading), No drop-off (Unloading)” between the route origin and destination.

From 01 August 2005 to 30 December 2005 for conversion of provincial operations in Mega-Manila (Metro Manila*, Bulacan, Pampanga, Rizal, Cavite, Laguna and Quezon).

Conversion applies to operators with subsisting CPCs under: School Transport Service (except vans), Shuttle Service, Vehicle-for-Hire Service, Filcab, Garage Service, Air-conditioned Public Utility Jeepneys, and Trucks-for-Hire.

Petitions/applications for late filing of expired CPCs/franchises of the above-mentioned types with an expiry date as of 27 May 2004 (MC 2004-016) to present may be accepted, subject to Board approval.
