Q&A (LTFRB MEMORANDUM CIRCULAR NO. 2010-014)

The main purpose of LTFRB Memorandum Circular No. 2010-014 is to modify the policy on the filing application for extension of validity of expired Certificates of Public Convenience (CPCs) to support the interconnectivity project with the Land Transportation Office and to mandate that applications for extension be filed at least one year prior to CPC expiration.

It modified the policy stated in Memorandum Circular 2009-006 dated February 20, 2009, specifically Item No. 3 regarding the filing of applications for extension of validity of expired CPCs of all types of services.

Applications for extension of validity should now be filed at least one (1) year prior to the expiration date of the Certificate of Public Convenience.

The previous policy required that applications for extension of validity be filed six (6) months prior to the expiration date of the CPC.

Filing one year prior helps avoid any inconvenience or delay in the registration of for-hire vehicles and supports easier access to registration in coordination with the Land Transportation Office.

The Land Transportation Franchising and Regulatory Board (LTFRB) and the Land Transportation Office (LTO) are involved in the interconnectivity project.

All issuances inconsistent with LTFRB Memorandum Circular No. 2010-014 are superseded and amended accordingly.

It took effect fifteen (15) days after its publication in a newspaper of general circulation and after filing three (3) copies at the UP Law Center pursuant to Presidential Memorandum Circular No. 11.

A CPC is a document issued by the LTFRB granting a person or entity the right to operate public utility vehicles or provide public transportation services legally.

The signatories are Alberto H. Suansing (Chairman), Gerardo A. Pinili (Board Member), and Maria Ellen Dirige-Cabatu (Board Member).
