PD 1434 merged (1) Isabela State College of Agriculture (Echague, Isabela) and (2) Cagayan Valley Institute of Technology (Cabagan, Isabela) into a single state university to be known as Isabela State University.
Their college-level courses were transferred to the Isabela State University.
The main campus and administrative site are in Echague, Isabela.

The Board of Regents consists of the Secretary of Education and Culture as Chairman, the President of the University as Vice Chairman, a representative of the National Economic Development Authority, and six (6) prominent citizens appointed by the President of the Philippines upon recommendation of the Secretary of Education and Culture.
Among the first six (6) appointive regents: two serve for two years, two for three years, and two for four years; thereafter, appointees serve four-year terms.
Quorum is a majority of all members holding office at the time of the meeting.
Members do not receive compensation, but are reimbursed for actual and necessary expenses incurred in attendance of meetings or other authorized official business.
Examples: (1) prescribe rules for its own government and regulations for the University; (2) receive and appropriate funds for the University; (3) receive and administer legacies, gifts, and donations (with tax exemptions stated in the Decree); (4) approve curricula and rules of discipline; (5) confer degrees and authorize certificate awards; (6) appoint key university officials; (7) fix tuition and other fees and ensure reversion to the General Fund as provided by PD 711; (8) authorize construction/repair projects using appropriated funds.
No. PD 1434 provides that no student shall be denied admission to the University by reason of sex, nationality, religion, or political belief.
The head (President) of the University is appointed by the President of the Philippines for a term of six (6) years, upon recommendation of the Secretary of Education and Culture after consultation with Board of Regents members.
The Administrative Council consists of the University President as Chairman and the Vice-Presidents and Provosts as members. It prepares and promulgates general policies on personnel, financial management, and development planning, subject to Board of Regents approval.
There is a College Council in each college/unit, headed by the Provost and composed of the faculty. It can prescribe curricula and rules of discipline (subject to Board approval), set admission and graduation requirements subject to Board review, recommend degree recipients, and exercise disciplinary power within the Board-approved limits.
Faculty members are exempt from civil service examination or regulation as a requisite to appointment; no religious test is applied in faculty appointments; however, no member of the faculty shall teach for or against any particular church or religious sect.
Each Advisory Council is headed by the Provost and provides advice on general policy matters. Existing members of boards/trustees of the integrated institutions continue as advisory council members (except the Chairman of the Board of Regents/trustees) for four years; after that, members are appointed by the Board of Regents upon recommendation of the University President.
The Treasurer of the Philippines is ex-officio treasurer of the University.
Appropriations to Isabela School of Arts and Trades, Jones Rural School, Roxas Memorial Agricultural and Industrial School, Angadanan Vocational and Industrial School, and San Mateo Vocational and Industrial School are excepted from the general transfer to the University.
In addition to the present appropriations, PD 1434 authorizes an additional P1,000,000 to carry out its purposes; thereafter, funds for maintenance and continued operation must be included in the Annual Appropriation Act.
