The Mariano Marcos Memorial College of Science and Technology (Batac, Ilocos Norte) and the Northern Luzon State College (Laoag, Ilocos Norte) were merged into the Mariano Marcos State University. (Sec. 1)
The college level courses of Ilocos Norte Agricultural College (Pasuquin, Ilocos Norte) and Ilocos Norte College of Arts and Trades (Laoag, Ilocos Norte) were transferred to the University. (Sec. 1)
The University shall provide advanced instruction in the arts, agricultural and natural sciences, as well as in technological and professional fields. (Sec. 2)
The governing board is the Board of Regents composed of: (1) the Secretary of Education and Culture as Chairman, (2) the President of the University as Vice-Chairman, (3) a representative of the National Economic Development Authority, and (4) six (6) prominent citizens appointed by the President of the Philippines upon recommendation of the Secretary of Education and Culture. (Sec. 3)
Of the first six (6) appointive regents: two serve for two years, two for three years, and two for four years; thereafter appointees hold office for four years. Permanent vacancies are filled only for the unexpired term. (Sec. 3)
Quorum consists of a majority of all members holding office at the time of the meeting. (Sec. 4)
All processes against the University shall be served on the President of the University or his duly authorized representative. (Sec. 4)
No compensation is provided. They may be reimbursed for actual and necessary expenses incurred in attendance of meetings or other authorized official business. (Sec. 5)
Examples include: (1) prescribing rules for its government and enacting university rules not contrary to law, (2) receiving and appropriating sums for support of the University, (3) approving curricula and rules of discipline, (4) conferring degrees and honorary degrees and authorizing certificates for non-degree programs, (5) appointing university officials/employees upon recommendation of the President, including fixing compensation and removing for cause after hearing, (6) fixing tuition/fees and treating fees/income as a special trust fund for exclusive University use, among others. (Sec. 6)
Donations of real/personal property to the University for its benefit are exempt from all taxes and considered deductible items from the donors’ income tax; the Board may also import duty-free commodities for educational purposes as an exception to existing laws. (Sec. 6[c])
No student shall be denied admission by reason of age, sex, nationality, religion, or political affiliation. (Sec. 7)
The President of the University is appointed for a six (6) year term by the President of the Philippines upon recommendation of the Secretary of Education and Culture after consultation with members of the Board of Regents. (Sec. 8)
They continue to serve as Provost of their respective college/unit until their terms and other conditions of service of Provost and other University officials/employees are determined by the Board of Regents. (Sec. 9)
It consists of the President of the University as Chairman and the Vice-Presidents and Provosts as Members. It prepares and promulgates general policies on personnel, financial management, and development planning, subject to approval by the Board of Regents. (Sec. 10)
Each College Council (headed by the Provost and composed of all faculty) prescribes curricula and rules of discipline subject to Board of Regents approval; it fixes requirements for admission and graduation, subject to Board review; it recommends students/others for degrees, and through the President or authorized committee, exercises disciplinary power within Board-approved limits. (Sec. 11)
Faculty members are exempt from any civil service examination or regulation as a requisite to appointment. (Sec. 12)
All personnel, assets, records, and appropriations are transferred to the University, except that the appropriation of Ilocos Norte College of Agriculture and Ilocos Norte College of Arts and Trades shall be maintained (i.e., not transferred). (Sec. 15)
