The short title of Republic Act No. 10865 is the "Mayor Hilarion A. Ramiro Sr. Medical Center Act."

The hospital is converted into a medical center known as the Mayor Hilarion A. Ramiro Sr. Medical Center (MHARSMC) and is placed under the supervision of the Department of Health (DOH).

The bed capacity is increased from one hundred fifty (150) to five hundred (500) beds, which shall be implemented within four (4) years from the approval of the Act.

The objectives include providing affordable and quality hospital care, developing into a world-class tertiary healthcare provider, promoting scientific research, undertaking health professional training, and extending medical services aligned with the National Health Insurance Program.

The Medical Center Chief must be a licensed physician with at least five (5) years of experience in hospital administration and management, and is appointed by the Secretary of Health.

The Medical Center Chief is responsible for overall management and administration, and for formulating and implementing policies, plans, and strategies to provide high-quality health care and clinical training.

The number of personnel and expenses shall correspond with the increased bed capacity; the Medical Center Chief, in coordination with DOH, DBM, and CSC, determines additional plantilla positions to be created and filled.

MHARSMC may seek assistance from any government department, bureau, agency, or government-owned/controlled corporation needed to pursue its objectives, and all are enjoined to provide full cooperation.

Donations or bequests made to the MHARSMC are exempt from donor's tax and are allowable deductions from the donor's gross income as per the National Internal Revenue Code, provided such donations are not disposed of, transferred, or sold.

The Commission on Audit appoints a representative to serve as the auditor of MHARSMC, assisted by necessary personnel.

Initial implementation funds come from the current year's appropriations of the DOH; subsequent funding shall be included in the annual General Appropriations Act.

Within ninety (90) days from the approval of the Act, in consultation with the Secretary of the Department of Budget and Management.

Republic Act No. 7937 is repealed by this Act.

The Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
