The Maritime Training Council mandates specific documentary requirements for Filipino seafarers to obtain certificates of proficiency, ensuring compliance with safety and training standards in maritime education and training programs.

Questions (MTC MEMORANDUM CIRCULAR NO. 12, S. 2011)

It was issued pursuant to MTC Resolution No. 5, Series of 2010 (Revised Standards and Procedures in accreditation and monitoring) and Section 5.9 of MTC Memorandum Circular No. 5, Series of 2011.

The qualified assessors of the Maritime Education and Training (MET) providers.

A Certificate of Completion in Basic Safety issued by an accredited MET provider.

Either (a) MTC Basic Safety documentary evidence plus an approved seagoing service of at least 12 months in ships of at least 500GT/750KW; or (b) Basic Safety documentary evidence plus a Certificate of Completion in Proficiency in Survival Craft and Rescue Boat training (accredited MET provider) and approved seagoing service of at least 6 months in ships of at least 500GT/750KW.

MTC Basic Safety documentary evidence; MTC Certificate of Proficiency in Survival Craft and Rescue Boat; and a Certificate of Completion in Fast Rescue Boat (IMO Model Course 1.24) issued by the accredited MET provider.

MTC Basic Safety documentary evidence and a Certificate of Completion in Advanced Fire Fighting (IMO Model Course 2.03) issued by the accredited MET provider.

For Medical Emergency–First Aid: MTC Basic Safety documentary evidence plus Certificate of Completion in Medical Emergency and First Aid (IMO Model Course 1.14) from an accredited MET provider. For Medical Care: MTC Basic Safety documentary evidence plus an MTC Certificate of Proficiency in MEFA and a Certificate of Completion in Medical Care (IMO Model Course 1.15) issued by the accredited MET provider.

Either: (1) at least 12 months as officer on ships of at least 500GT/750KW and 6 months as Ship Security Officer or Master within the last 3 years; or (2) at least 12 months as officer on ships of at least 500GT/750KW plus approved Ship Security Officer training authorized by the Administration or other Flag Administration with bilateral agreement.

Officers: 6 months on a tanker ship OR 12 months on other vessels of at least 500GT/750KW. Ratings: 3 months on a tanker ship of at least 500GT/750KW. Alternatively, completion of General Tanker Familiarization and Shore-based Fire Fighting may qualify through an accredited MET provider.

Certificate of Completion in General Tanker Familiarization and Shore-based Fire Fighting issued by the accredited MET provider (in addition to the MTC Basic Safety documentary evidence).

Beyond MTC Basic Safety documentary evidence and MTC Certificate of Proficiency in GTF, officers must have IMO Model Course 1.02 Oil Tanker completion plus proof of at least 6 months approved sea service on an oil tanker. For immediate cargo-handling responsibility, at least 3 months service within 5 years is required, subject to company certification.

Each requires: MTC Basic Safety documentary evidence; an MTC Certificate of Proficiency in General Tanker Familiarization; completion of the specific IMO Model Course for officers (1.04 for chemical, 1.06 for liquefied gas); and proof of at least 6 months approved sea service on the relevant tanker type. For cargo-handling persons with immediate responsibility, at least 3 months service within 5 years applies, subject to company certification that the holder will be assigned such responsibility.

They must have served for not less than 3 months within the period of 5 years, subject to submission of company certification that they would be assigned in such responsibility.

MTC Basic Safety documentary evidence plus Certificate of Completion in Crowd Management, Familiarization and Safety Course (IMO Model Course 1.28) issued by the accredited MET provider.

MTC Basic Safety documentary evidence plus Certificate of Completion in Crisis Management and Human Behavior Including Training in Passenger Safety, Cargo Safety & Hull Integrity (IMO Model Course 1.29) issued by the accredited MET provider.

When they do not exceed 6 months from the validity period AND the holder has an approved seagoing service of at least 12 months within the last five (5) years.

MET providers must ensure that only Filipino seafarers are qualified for the issuance of certificates of proficiency by the Maritime Training Council.
