Mandatory implementation of Philippine National Standards for flat glass requires all manufacturers, distributors, and importers to secure certification to ensure consumer safety and product quality, addressing concerns over substandard materials in the market.

The Order cites R.A. No. 4109, R.A. No. 7394, E.O. No. 913 (s. 1983), various BPS-related DTI Administrative Orders (DAO No. 02, s. 2002; DAO No. 1, s. 1997; DAO No. 5, s. 2001), and Sec. 10(4), Title X, Book IV of the Administrative Code of 1987.

PNS 193-2005, titled “Flat Glass – Specification,” is adopted for mandatory implementation. It sets the required specifications for flat glass products.

All manufacturers, distributors, importers, and retailers of flat glass covered by the Order must comply with the standard.

It is a third-party certification scheme of DTI-BPS. It requires manufacturers and importers to secure the necessary approvals prior to distribution and sale to ensure product compliance and consumer protection.

Manufacturers must secure a Philippine Standard (PS) License.

Importers must secure an Import Commodity Clearance (ICC).

Implementing guidelines specifying implementing timetables, considering present inventory levels, production capabilities of industries, and testing capabilities of BPS and other testing institutions.

The Order requires implementation in proper coordination with DTI Regional and Provincial Offices and the DTI Bureau of Trade Regulation and Consumer Protection (BTRCP).

They shall be penalized in accordance with the liabilities and penalties under R.A. No. 7394, E.O. No. 913, and DAO No. 02:2002.

It takes effect fifteen (15) days after publication in two newspapers of general circulation or in the Official Gazette.

Because flat glass can pose life, health, and safety risks when substandard—e.g., due to thickness below tolerance, distortion, blemishes/inclusions—combined with stiff competition and lack of regulation that leads to quality and safety being sacrificed.

Examples include: float glass (clear and tinted), patterned/figured glass (clear and tinted), sheet glass, wired glass (clear and tinted), polished plate glass (clear and tinted), and polished wired glass (clear and tinted).

Only certified flat glass—whether locally manufactured or imported—shall be allowed to be distributed in the market.

By requiring compliance with PNS 193-2005 through mandatory product certification, thereby preventing sale of uncertified and substandard flat glass that can endanger consumers.

It applies to both local and imported products and to all actors: manufacturers, distributors, importers, and retailers. Importers must obtain an ICC and all must comply with PNS 193-2005.

It includes a standard repealing/amending clause: any prior administrative issuances or provisions that conflict with BPS DAO No. 04, s. 2005 are considered repealed or amended to the extent of inconsistency.
