Mandatory personal accident and life insurance coverage is required for all re-hired or re-contracted land-based overseas contract workers, providing a maximum of P50,000 in life insurance and additional coverage for accidental death, with specific guidelines for premium payments and claims processing.

It mandates personal accident and life insurance coverage for all re-hired or re-contracted land-based overseas contract workers passing through the Balik-Manggagawa Processing Division (BMPD), to implement Section I, Rule VIII, Book II of the POEA Rules and Regulations Governing Overseas Employment (as amended).

All re-hired or re-contracted land-based overseas contract workers who pass through the Balik-Manggagawa Processing Division (BMPD) for processing.

The life insurance coverage shall have a maximum face value of PHP 50,000.00.

In case death is due to accident or assault, an equal amount of PHP 50,000.00 is paid in addition to the life insurance amount.

Personal accident insurance includes dismemberment and disability, compensable based on the Schedule or Benefits provided in Department Order No. 20.

A nominal premium rate not exceeding PHP 204.20 for every year of coverage.

The premium is increased proportionately for the additional years beyond one year.

They are provided free insurance coverage to be secured by OWWA, instead of purchasing insurance out of their own funds.

They must purchase the mandatory insurance out of their own personal funds from the Insurance Pool Center (IPC) that will be established for this purpose.

It issues Certificates of Cover, maintains a computerized central file of all workers covered, and reports the data monthly to POEA and OWWA.

Coverage takes effect upon payment of the premium.

It extends worldwide, on and off the job, for the duration of the worker’s contract plus sixty (60) days after termination, but in no case less than one year.

The same insurance firms presently servicing the insurance programs under Department Order No. 14 (Series of 1991) must provide the coverage.

They are jointly and severally liable for any claims under an insurance cover issued by the lead company designated by them.

They must present: (1) accomplished POEA Information Sheet; (2) copy of the Insurance Cover and its official receipt; and (3) passport with valid re-entry visa/work permit or its equivalent.

A separate Official Receipt issued by OWWA for the welfare fund contribution.

The circular requires: (1) copy of the Insurance Certificate of Cover; (2) photocopy of passport showing date of departure and arrival; (3) Death Certificate or Medical Certificate (as applicable); (4) Marriage contract if applicable; and (5) certified true copy of the Information Sheet from the POEA Central Records Division.

The POEA, thru the Welfare Employment Office, assists in filing and settlement of the claim with the insurance pool center.

Within ten (10) working days from submission of the Death Certificate (for loss of life) or the Medical Certificate from the attending physician (as to extent of disability or dismemberment).

It took effect on 15 July 1992.
