Questions (LETTER OF INSTRUCTION NO. 107)

The purpose of Letter of Instruction No. 107 is to address the issues of missing tobacco stocks, pilferage, and deterioration in the warehouses of the Philippine Virginia Tobacco Administration (PVTA) and to direct appropriate administrative and operational actions.

Federico B. Moreno, Officer-in-Charge of the Philippine Virginia Tobacco Administration, is directed to conduct the inquiry.

344 hogsheads are missing from the Farmers' Virginia Tobacco Redriers (FVTR) warehouses, and 200 hogsheads were found open with their contents pilfered or spoiled.

A thorough inquiry must be conducted to determine responsibility, and appropriate administrative charges must be prepared against those responsible for the irregularities.

Payment of all warehousing and other fees due or to become due to the FVTR from the Philippine Tobacco Fund Corporation (PTFC) is to be suspended until the inquiry's outcome is determined.

The remaining stocks in the FVTR warehouses and the 2,786 bales of threshed tobacco in the PTFC & RC warehouses are to be sold as soon as possible.

Adequate security measures must be adopted to safeguard the stocks of the PVTA to prevent further loss or damage.

The principle of withholding payments to parties involved until the determination of responsibility or resolution of possible irregularities is established.

They may face administrative charges which could lead to penalties or sanctions as prescribed by Philippine law on administrative accountability and discipline.
