The Local Government Procurement Manual, developed with assistance from the Asian Development Bank, provides tailored guidelines for local government units in the Philippines to follow when conducting procurement activities in accordance with the Local Government Code and budget guidelines.

Republic Act No. 9184 is entitled 'An Act Providing for the Modernization, Standardization and Regulation of the Procurement Activities of the Government and for Other Purposes.'

RA 9184 was enacted into law on January 10, 2003, and it took effect on January 26, 2003, which is fifteen days after its publication.

Section 63 of RA 9184 mandates the GPPB to formulate and amend public procurement policies, rules and regulations, and to amend the Implementing Rules and Regulations (IRR) as necessary.

The GPPB-TSO receives requests from various LGUs for the development of a procurement manual that is responsive and specifically adaptable to the local government setting.

Technical assistance from the Asian Development Bank was sought for the purpose of drafting a procurement manual specifically for the use of local government units.

The drafting considered salient provisions of the Local Government Code, local budget and finance guidelines from the Department of Budget and Management, and the requirements of RA 9184 and its IRR.

The GPPB, through Resolution No. 26-2007, delegated to the IATWG the authority to review and thereafter approve the Local Government Procurement Manual.

It was reviewed and approved during the 11th regular meeting held on November 16, 2007, subject to certain revisions.

The final presentation was made on November 22-23, 2007, in Panglao, Bohol.

The manual is specifically for adoption and official use by local governments, including provinces, cities, and municipalities.

The resolution became effective one day after its publication.

The resolution was signed by Rolando G. Andaya Jr., Secretary of the Department of Budget and Management, along with representatives from the National Economic and Development Authority, Department of National Defense, Department of Public Works and Highways, Department of Finance, Department of Trade and Industry, and Department of Transportation and Communications.
