President Corazon C. Aquino lifts the Daylight Saving Time program due to the recommendation of the Energy Conservation Inter-Agency Committee, citing the onset of the rainy season and early nighttime darkness as reasons for its early termination.

The main purpose is to lift the Daylight Saving Time (DST) Program instituted under National Emergency Memorandum Order No. 17, series of 1990, effective midnight of July 28, 1990.

The DST Program was originally effective until August 31, 1990.

The Energy Conservation Inter-Agency Committee recommended the early termination.

The official clock was adjusted one hour earlier, from 12:00 midnight to 11:00 p.m.

Section 2 mandates the publication of the Executive Order for two days in two national newspapers of general circulation.
