The purpose is to provide transportation needs for schools and to ensure the safety and welfare of students by rationalizing School Transport Services.

School transport service is defined as transportation exclusively for school children, 'yayas', faculty members, and employees to and from their residences and school premises, without offering service to the general public for hire.

Allowed vehicles include Vans (e.g., Mitsubishi L300, Nissan Urvan), Jitneys (Jeepneys, Mitsubishi L300/L200 FB body), Mini Buses with 30-49 passengers, and Buses with more than 50 passengers, excluding driver and conductor.

School transport services are to have no fixed route but must operate to and from school premises only.

Vehicles must have entry/exit doors on the rear or right side only, no left side access; vans must have jump seats removed; steel grilled windows; seatbelts for all passengers; portable fire extinguisher; specific yellow and black caution markings; proper ventilation; and be no more than 15 years old.

Fares are to be determined by the Land Transportation Franchising and Regulatory Board (LTFRB).

They must submit 4 copies of verified application, Certificate of Accreditation from the school or PTA President, Official Receipt/Certificate of Registration, proof of citizenship, vicinity map of garage, current Income Tax Return and Tax Identification Number, and have their drivers and conductors undergo special training.

Passenger insurance, NBI/police clearance for driver and conductor, portable STOP and GO signage to be used when children cross, physical vehicle presentation to LTFRB, and vehicle inspection certificate proving road worthiness.

Change of chassis is prohibited, and the route of operation is limited to one school only, with an allowance for two schools if they are adjacent or within 200 meters of the original route.

The CPC validity is five years commencing from the date it is granted up to April 1 of the last year of validity.

All operators are given until October 30, 2004, to comply with the memorandum's provisions.
