It regulates the lifting of the temporary ban on the importation of domestic and wild birds, day-old chicks, turkey poults, other newly-hatched avian species, hatching eggs, semen of birds, fresh meat, and products of animal origin from birds originating from the People's Republic of China including Hong Kong, subject to certain health and quarantine conditions.
To prevent the entry and spread of Highly Pathogenic Avian Influenza (HPAI) into the Philippines through imported birds and bird products.
Domestic birds must show no clinical signs of HPAI, come from establishments regularly inspected by the Veterinary Authority, originate from HPAI-free zones, be quarantined for 21 days prior to shipment or since hatching and tested negative for HPAI, and have not been vaccinated against HPAI.
Wild birds must show no clinical signs of HPAI on shipment day, be kept in quarantine at least 2 days prior, and test negative for HPAI before quarantine.
These must come from hatcheries regularly inspected by the Veterinary Authority, from areas free of HPAI, and not vaccinated against HPAI.
Hatching eggs must come from hatcheries inspected regularly, free from HPAI and not in infected zones, and from flocks not vaccinated against HPAI.
Donor birds must show no clinical sign of HPAI at collection, never vaccinated with HPAI live virus vaccine before, kept in inspected establishments free from HPAI and HPAI-infected zones.
Certificates must attest that the meat or products come from birds healthy before and after slaughter in non-HPAI zones, processed to destroy HPAI virus, and handled to avoid contamination post-processing.
They must undergo heat treatment or other processing methods ensuring destruction of the HPAI virus, certified by an international sanitary certificate.
