Section 15, Article II, of the Philippine Constitution mandates that the State shall protect and promote the right to health of the people and instill health consciousness among them.

Agencies directed to participate include the Departments of Health (lead agency), Interior and Local Government, Social Welfare and Development, Environment and Natural Resources, Public Works and Highways, Education, Culture and Sports, National Disaster Coordinating Council, Office of the Press Secretary, Metro Manila Development Authority, and local government units.

The program was set to be launched on August 2, 1996.

The "four o'clock habit" is an observance where every citizen is enjoined to actively participate in the mass movement to eliminate breeding places of dengue mosquitoes at 4:00 in the afternoon every day.

LGUs are responsible for ensuring the continued observance of the four o'clock habit, sustained prevention and elimination of mosquito breeding places at the community level, and mobilizing the community sectors such as barangays, churches, NGOs, POs, and the private sector.

The Office of the Press Secretary, in coordination with the Department of Health and other agencies, will conduct a massive tri-media information-dissemination campaign to educate and raise public awareness on dengue prevention and control.

The Department of Education, Culture and Sports is directed to include preventive and control measures against dengue fever in its health education classes.

The funding necessary for the implementation of the program shall be sourced from the respective budgets of the concerned national agencies and local government units.

The Department of Health is required to submit regular reports to the Office of the President on the status of dengue cases and the implementation of the program.
