The Sangguniang Panlungsod consists of the city vice mayor as presiding officer, ten regular sanggunian members, the president of the city chapter of the liga ng mga barangay, president of the panlungsod na pederasyon ng mga sangguniang kabataan and sectoral representatives from women, workers, and other sectors.

The City Mayor is the chief executive responsible for implementing laws, leading development plans, appointing officials, representing the city, managing emergencies, ensuring faithful execution of duties, issuing executive orders, and other functions per the Local Government Code.

The City Vice Mayor is elected at large with the same qualifications as the mayor. He presides over the Sangguniang Panlungsod and can assume the mayor's office in case of a vacancy.

Ordinances are presented to the mayor for approval. The mayor can approve or veto them. The Sangguniang Panlungsod may override a veto by a two-thirds vote, making the ordinance effective.

Persons sentenced for offenses involving moral turpitude, those removed via administrative cases, convicted of violating oath of allegiance, dual citizens, fugitives from justice, permanent foreign residents, and the insane or feeble-minded are disqualified.

The provincial governor appoints replacements from the nominee of the political party of the member who caused the vacancy. If the member was not affiliated with any party, the city mayor appoints upon Sangguniang Panlungsod's recommendation.
