The main purpose is to replace the Professional Registration/Identification Card with a Professional License for practicing professionals who have complied with regulatory requirements and paid the prescribed fees.

PRC derives its power under Section 5 (a) and 5 (u) of PD 223 (Presidential Decree No. 223).

The Commission administers, implements, and enforces regulatory policies regarding the regulation, licensing, maintenance of professional standards and ethics, and enforcement of related rules and regulations.

It serves as evidence that a professional has complied with continuing professional education requirements, is duly registered, licensed, and authorized to practice their profession.

It must contain the full name and profession of the licensee, a serial number, registration and expiry dates, a recent ID photo affixed and sealed on the upper left-hand corner, and signatures of the licensee and the PRC Chairman with the commission's official seal.

It is composed of the number on the licensee's Certificate of Registration followed by the last two digits of the year in which the license expires.

It is valid for a three-year period starting on the registration date and ending on the licensee's birth date in the third year, unless revoked or suspended earlier.

The license must be renewed not later than the twentieth day of the month immediately following its expiry date.

A 20% surcharge on top of the registration/license fee will be imposed for late renewal.

The Commission may take appropriate administrative actions, including suspension or revocation of the license.

LOI 567 prescribes that the Professional License is valid for a maximum of three years from registration to expiry on the licensee's birth date in the third year.

They are requested to verify that the professionals they employ or deal with hold valid Professional Licenses to practice their professions.
