Title
Professional License Issuance and Renewal Rules
Law
Prc No. 187
Decision Date
Jul 8, 1991
The Professional Regulation Commission now issues a Professional License in place of the Professional Registration/Identification Card, requiring compliance with regulatory standards and continuing education, valid for three years with specific renewal procedures and penalties for late registration.

Questions (PRC Resolution NO. 187)

The resolution states that the practice of a profession is a mere privilege granted to the licensee, who must show evidence of maintaining an acceptable level of current professional knowledge by complying with continuing professional education requirements.

It serves as evidence that the named person has complied with the prescribed continuing professional education requirements and is therefore duly registered and licensed to practice the indicated profession.

It changes the Professional Registration/Identification Card into a Professional License, and it specifies requirements and procedures for its effective issuance and renewal.

Each license must contain: the full name and profession of the licensee; a serial number; the registration and expiry dates; a recent ID bust photograph of the licensee affixed and sealed on the upper left-hand corner; the licensee’s signature; the Chairman’s signature; and the official seal of the PRC.

The serial number is the number appearing on the licensee’s certificate of registration, followed by the last two digits of the year in which the license expires.

Pursuant to LOI 567, the license is valid for a three-year period starting on the registration date and ending on the expiry date, which is the licensee’s birth date in the third year.

The Professional License should be renewed not later than the twentieth (20th) day of the next month following its expiry date.

A 20% surcharge is imposed in addition to the registration/license fee.

Upon approval, the PRC shall implement the resolution by taking appropriate administrative actions against delinquent professionals.

The PRC will request all private and government entities concerned to ascertain that the professionals they employ or deal with have valid professional licenses to practice their respective professions.

It states that the Professional Registration/Identification Card (now replaced by the Professional License system) evidences compliance with prescribed continuing professional education requirements, supporting the idea that professional practice remains a privilege conditioned on current knowledge maintenance.

The renewal should be completed not later than the twentieth day of the next month following the expiry date (i.e., you count to the next calendar month after expiration, then apply the 20th-day cutoff).

It is treated as evidence that the licensee is duly registered and licensed to practice the indicated profession, and it is required for compliance by employers and entities to ensure that they deal with properly licensed professionals.
