EXECUTIVE ORDER NO. 304

: The Philippines is a signatory to the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol.
: The TFRAA is authorized and directed to issue identity papers to any refugee staying in the Philippines who does not possess a valid travel document and to conduct necessary investigations to ensure only lawfully staying refugees receive these documents.
: The DFA should give sympathetic consideration to refugees who are unable to obtain travel documents from the country of their lawful residence.
: Travel documents may be denied if there are compelling reasons of national security or public order as determined by the DFA.
: Article 27 requires the issuance of identity papers to any refugee who does not possess a valid travel document, a provision implemented through the order by authorizing TFRAA to issue such papers.
: The Philippines undertakes to cooperate with the UNHCR or any successor UN agency in exercising its functions, especially facilitating supervision of the application of the Convention's provisions.
