President Corazon C. Aquino's Executive Order No. 304 authorizes the Task Force on Refugee Assistance and Administration (TFRAA) and the Department of Foreign Affairs (DFA) to issue identity papers and travel documents to refugees in the Philippines, in compliance with the 1951 Convention Relating to the Status of Refugees.
