ADMINISTRATIVE ORDER NO. 110

: The People’s Credit and Finance Corporation (PCFC) is designated as the vehicle for delivering microfinance services to the poor.
: PCFC is tasked to develop an identification system for poor microfinance beneficiaries and to issue guidelines to implement the Order, coordinating with agencies involved in the anti-poverty program.
: All agencies under the executive departments are directed to provide fast and efficient services to the identified beneficiaries.
: Holders have unhampered access to PCFC microfinance program benefits, additional discounts or concessional arrangements for consumer goods/services, priority in accessing basic government services, and priority employment opportunities in government projects if qualified.
: Agencies mentioned include the Department of Social Welfare and Development (DSWD), Department of Trade and Industry (DTI), National Anti-Poverty Commission (NAPC), Department of Health (DOH), Philippine National Police (PNP), and local government units (LGUs).
: Beneficiaries must meet the minimum qualification requirements of the position needed for employment.
: All executive issuances, orders, rules, and regulations inconsistent with Administrative Order No. 110 are revoked, amended, or modified accordingly.
: It took effect immediately upon issuance, on February 29, 2000.
: It was signed by the Executive Secretary Ronaldo B. Zamora and ordered by President Joseph Ejercito Estrada.
