The People’s Credit and Finance Corporation (PCFC) is designated as the vehicle for delivering microfinance services to the poor.
PCFC is tasked to develop an identification system for poor microfinance beneficiaries and to issue guidelines to implement the Order, coordinating with agencies involved in the anti-poverty program.
All agencies under the executive departments are directed to provide fast and efficient services to the identified beneficiaries.
Holders have unhampered access to PCFC microfinance program benefits, additional discounts or concessional arrangements for consumer goods/services, priority in accessing basic government services, and priority employment opportunities in government projects if qualified.
Agencies mentioned include the Department of Social Welfare and Development (DSWD), Department of Trade and Industry (DTI), National Anti-Poverty Commission (NAPC), Department of Health (DOH), Philippine National Police (PNP), and local government units (LGUs).
Beneficiaries must meet the minimum qualification requirements of the position needed for employment.
All executive issuances, orders, rules, and regulations inconsistent with Administrative Order No. 110 are revoked, amended, or modified accordingly.
It took effect immediately upon issuance, on February 29, 2000.
It was signed by the Executive Secretary Ronaldo B. Zamora and ordered by President Joseph Ejercito Estrada.
