It is pursuant to Chapter 6, Section 26 of Republic Act No. 7277 (Magna Carta for Disabled Persons).
A disabled applicant who is at least 17 years old, holds a Student Permit, has undergone apprenticeship for at least 30 days, meets medical and examination requirements, and belongs to the specific disability categories listed in Item No. 6.

They must apply for the replacement of the regular license with a Special Driver License, provided they submit the required medical certificate and belong to one of the disabled categories in Item No. 6.
Yes. It applies whether the license is still valid or due for renewal.
No. Item No. 6 limits entitlement to only the categories enumerated in the memorandum.
Any prior orders or memoranda that conflict with DA Memorandum Circular No. 94-188 are automatically superseded to the extent of the conflict.
