The LTO Memorandum Circular No. RIB-892-07 establishes a One-Stop-Shop for the registration of imported motor vehicles in order to collect taxes and duties, excluding certain vehicles and requiring buyers in good faith to verify the authenticity of necessary documents.

The objective is to pursue a concerted action to collect taxes and duties on imported motor vehicles in line with the national initiative to generate more government revenue by establishing a One-Stop-Shop at LTO Compound, East Avenue, Quezon City.

Buyers in good faith of all imported Complete Built Units (CBUs), all CBUs from imported replacement parts identified only by engine and/or chassis/Vehicle Identification Number (VIN), and all imported motorcycles are covered.

Excluded are motor vehicles imported pursuant to the Motor Vehicle Development Program (MVDP), those imported by embassies, consulates, and other diplomatic missions, and trucks and buses with Certificates of Payments indicating duties and taxes paid by DTI accredited rebuilders.

A buyer in good faith is one who is not the importer nor agent for the importer, can identify the seller, has verified the genuineness of BOC Certificate of Payment and LTO Certificate of Registration at purchase, and has no knowledge that the vehicle was imported without full payment of duties and taxes or with deficiencies.

The buyer must submit a letter-request, an affidavit of undertaking, Certificate of Registration (CR), latest official receipt of registration fees, the vehicle for actual inspection with an accomplished Motor Vehicle Inspection Report (MVIR), Taxpayer Identification Number (TIN), and stencils of engine and chassis numbers.

BOC/PASG issues the Official Receipt covering payment of taxes and duties, issues the original Certificate of Payment, and sends the CP to the LTO Registration Section via official courier.

Initial or original registration is restricted to Diliman District Office, Quezon City District Office, Pasay City District Office, and Caloocan City District Office.

No, transfer of ownership must be done at one of the four district offices mentioned, with confirmation of documents and copies of the amendment of the CP and BOC/PASG clearance furnished to the originating agency.

Renewal must be reported to the originating district office with copies of amendment of the CP and BOC/PASG clearance.

Any personnel found violating the provisions shall be dealt with accordingly, implying administrative or legal actions.

It took effect fifteen (15) days after its publication on October 5, 2007.
