Questions (EXECUTIVE ORDER NO. 134)

August 12 is declared as International Humanitarian Law Day to raise awareness and promote the principles of International Humanitarian Law in the Philippines.

The Philippines adheres to the Four Geneva Conventions of August 12, 1949, and the Additional Protocol II relating to the protection of victims of non-international armed conflicts.

International Humanitarian Law applies only during times of war or armed conflict.

Human rights laws apply both in times of peace and during armed conflict.

The Philippines subscribes to the basic principle of disinterested humanitarian aid to all victims of war and armed conflict without discrimination.

The Philippines accepts direct responsibility for the application of International Humanitarian Law when involved in an armed conflict.

The Department of National Defense and the Department of Foreign Affairs are directed to co-chair the ad-hoc committee.

The International Committee of the Red Cross in Manila, the Philippine National Red Cross, and concerned non-government organizations and people’s organizations.

The budget shall be included in the annual appropriations of the Department of National Defense.
