The primary purpose is to provide standard guidelines and procedures for monitoring and tracking all administrative complaints and cases filed before the Philippine National Police - Internal Affairs Service (PNP-IAS), ensuring transparency, reliability, and consistency in handling such cases.
A Complaint is defined as a written and sworn statement regarding a wrong, grievance, or injury sustained by a person, accompanied by affidavits of witnesses (if any) and other evidence in support thereof. The complaint must also include a Certificate of Non-forum Shopping subscribed and sworn to by the complainant.
The two types of investigations are Motu-Proprio Investigation, which is initiated by the IAS based on facts and circumstances, and Non-Motu Proprio Investigation, which comes from citizens' complaints, referred correspondence, or anonymous letters against allegedly erring Uniformed Personnel.
The penalties include withholding of privileges, restriction to specified limits, restrictive custody, forfeiture of salary, suspension, any combination of these penalties, one-rank demotion, and dismissal from the service.
The REFERENCE NUMBER is automatically assigned to every complaint or motu-proprio investigation for monitoring purposes. It has a minimum of 11 characters comprising region and province codes, investigation type (MP for Motu-Proprio or NMP for Non-Motu Proprio), year, and a sequential tracking number.
The four types are FORM A for Motu-proprio Investigation Monitoring, FORM B for Non-Motu proprio Investigation Monitoring, FORM C for Case Monitoring, and FORM D for Appeals Monitoring. These forms are used to monitor all administrative complaints and cases filed before IAS and motu-proprio incidents.
The PCE Number is assigned for complaints or motu-proprio investigations forwarded for Pre-Charge Evaluation and consists of 14 characters including region, province, investigation type, PCE code, year, and sequence. The Docket Number is the administrative case number for formal charges, with 16 characters including office code, investigation type, ADM (Administrative Case) code, year, and sequence.

Monthly reports must be submitted within the first week of the following month. Quarterly reports are due in the first week of April, July, October, and January for respective quarters. Annual reports covering January to November must be submitted the first week of December; December reports must be submitted the first week of January the following year.
They may be subjected to Pre-Charge Evaluation and/or investigation for possible filing of charges, held liable under NMC No. 2007-001, the Revised Rules on Administrative Cases in the Civil Service (RRACCS), and other laws. Additionally, failure to comply with submission requirements may result in withholding of the Monthly Operational and Other Expenses (MOOE) for the concerned office.
