Republic Act No. 11185 amends the conversion of Cebu State College of Science and Technology System into Cebu Technological University, integrating the Cebu City Mountain Extension Campus as a satellite campus, with all assets and personnel transferred to CTU, and declaring the occupied land as property of CTU, subject to reversion to local government units if the university ceases to exist or the land is no longer needed.

Q&A (Republic Act No. 11185)

Republic Act No. 11185 integrates the Cebu City Mountain Extension Campus as a satellite campus of the Cebu Technological University and appropriates funds for this purpose, amending Republic Act No. 9744 accordingly.

The satellite campuses included are the College of Fisheries in Moalboal, Agro-industrial and Forestry College in Argao, Polytechnic College in Tuburan, College of Fisheries in Daanbantayan, Fishery and Industrial College in San Francisco, College of Industrial Technology in Danao, College of Fisheries Technology in Carmen, Abellana College of Arts and Trades in Mandaue, College of Agriculture in Barili, the Experimental Station in Sibonga, and the Cebu City Mountain Extension Campus in Barangay Babag, Cebu City.

RA 11185 amended Section 1 to include the Cebu City Mountain Extension Campus as a satellite campus of Cebu Technological University and clarified that the main campus remains in Cebu City.

All assets, liabilities, personnel, and records of the Cebu State College of Science and Technology System and its satellite campuses, including the Cebu City Mountain Extension Campus, are transferred to the Cebu Technological University.

The positions, rights, and security of tenure of faculty members and personnel employed under existing laws prior to conversion shall be respected.

These lands are declared property of Cebu Technological University and shall be titled under that name. If the university ceases to exist or the land is no longer needed, the land shall revert to the concerned local government units.

The necessary funds are charged against the current year's appropriations of the Cebu State College of Science and Technology System, including all its existing satellite campuses.

The Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

It was approved by President Rodrigo Roa Duterte, with endorsements from the President of the Senate Vicente Sotto III and the Speaker of the House of Representatives Gloria Macapagal-Arroyo.

This integration legally makes the Cebu City Mountain Extension Campus a recognized satellite campus of the university, subject to university governance, assets transfer, and appropriation of funds for its development.
