Executive Order No. 56 establishes the use of 911 as the nationwide emergency hotline number in the Philippines, aligning with international standards, and outlines the responsibilities of various government agencies and private sector participation in the Emergency 911 National Program.

Executive Order No. 56 (25 May 2018) institutionalizes “911” as the nationwide emergency hotline number, replacing “117.”

It consists of: (a) a National Call Center under DILG; (b) Primary Service Responders (BFP as lead for fire and emergency medical services; PNP as lead for police assistance); (c) Major Support Service Responders (e.g., DPWH, DOH, DOTr, AFP, NBI, BI, Philippine Coast Guard, PNP-related entities as applicable, MMDA, LGUs, accredited NGOs/hospitals/volunteers, and others recommended); and (d) the participation of communication carriers for connectivity and integration.

LGUs are enjoined to establish and run local 911 call centers within their jurisdiction using their own funds, under the supervision of the National Call Center.

Bureau of Fire Protection (BFP) leads fire suppression and provides emergency medical services, hazardous materials protection, and technical search and rescue; Philippine National Police (PNP) leads police assistance related to public safety and crime prevention.

Examples include DPWH, DOH, DOTr, Armed Forces of the Philippines, National Bureau of Investigation, Bureau of Immigration, Philippine Coast Guard, Philippine Drug Enforcement Agency, MMDA, LGUs, and accredited NGOs/hospitals/medical institutions/volunteers.

DILG, with assistance of other members of the Emergency 911 Commission, must formulate and issue the IRR within sixty (60) days after issuance of the Order.

Initial funding requirements are chargeable to FY 2018 budget of the 911 Emergency Services (subject to laws and rules; may be augmented on DBM recommendation). Appropriations for succeeding years are to be included in DILG’s budget proposal. Operations of local 911 call centers are chargeable to respective LGU budgets, subject to Section 3 (free calls for callers).

They must ensure smooth and complete transition to the Emergency 911 Commission and the renaming/transfer of the Patrol “117” Development Office to the Emergency 911 National Office within sixty (60) days from effectivity, and in no case may delivery of services be disrupted due to transition.
